On January 14, 2004, President George W. Bush announced a new vision for America’s civil space program that calls for human and robotic missions to the Moon, Mars, and beyond. This vision set forth goals of: returning the Space Shuttle safely to flight; completing the International Space Station (ISS); phasing out the Space Shuttle when the ISS is complete (about 2010); sending a robotic orbiter and lander to the Moon; sending a human expedition to the Moon as early as 2015, but no later than 2020; conducting robotic missions to Mars in preparation for a future human expedition; and conducting robotic exploration across the solar system.

NASA Org Chart
The new NASA Org chart and as the Team can see it is a little hard to see where a PD role could "plug-in", although I do not know the details of "Mission Offices" so it could be my ignorance on this one.

The NASA Authorization Act of 2004, section 415, includes language that charges NASA to inform the Congress of its NEO activities, including generating a report to be completed by Feb 28 that contains:

(1) a summary of all activities of the Administration under subsection (b) during the preceding fiscal year;
(2) a summary of all amounts obligated or expended by the Administration during such fiscal year for such activities; and
(3) a detailed plan and budget request for each of the 5 fiscal years following the date on which the report is transmitted.

Chairman McCain of the Senate Commerce, Science, and Transportation Committee is going to hold onto the Act until September because, (1) S. 2541 was very completed and too controversial; (2) the Committee would have to debate numerous amendments; and, (3) the Ranking Democrat of the Committee, Senator Hollings, had "serious concerns" about the NASA bill and objected to the markup (no word if any of the problems are in section 415).
